Council Tax Increase
KHPC decided at its meeting on 11th January 2017 to set a precept of £279,138 for 2017/18

Following a public consultation in June 2016 on "Fairer Charging" in Tonbridge and Malling, Tonbridge & Malling Borough Council (TMBC) made changes in grants they paid to Parish Councils. These changes have produced a £226,000 per year saving for TMBC but have resulted in KHPC losing grant funding of £18,555 per year, money which contributed towards the costs of maintaining the Community Centre and open spaces. This lost revenue needs to be made up by increasing the precept charged by KHPC. However, TMBC have suggested that Kings Hill residents would see a reduction of just under £10 per year in their council tax, thus offsetting the increase in the KHPC precept necessary to compensate for the loss of the £18,555 grant to the Parish.  KHPC has also raised the precept by 8 pence per week to cover an increase in its own running costs. Conscious of keeping taxation increases to a minimum, KHPC have made reductions in the cost of contractors at the Sports Park. The savings made have contributed towards the costs of a new groundsman to manage the pitches and the costs of new maintenance equipment required.

Application For Extended Hours At The Sports Park Pavilion
KHPC have made an application to TMBC to extend the opening hours of the Sports Park Pavilion. These are Monday to Thursday opening to 11pm & Friday and Saturday to 12am The application is pending a decision by TMBC

Town Or Parish Council?

Do you think Kings Hill is a town and would Kings Hill Town Council be more representative of our community, which has grown significantly. We would like to hear your views on whether we should become a Town Council. There is no legal difference between being a Town or Parish Council and there would be very little cost in changing over. However, there is an option to appoint a Mayor, which is likely to incur additional costs to the Council. Please email to let us know whether you prefer:

1. A Town Council with a Chairman
2. A Town Council with a Mayor
3. To stay a Parish Council

TMBC to launch online community lottery

Charities and community groups across Tonbridge and Malling are set to receive a cash boost after TMBC agreed to launch an online community lottery later this summer to raise money for good causes.  People who play the lottery will be able to support their chosen local charity or organisation, which will receive 50p for every £1 lottery ticket sold without the burden of administration and prize fund costs.  The remaining 50p will be distributed as follows: 20p will go to the prize fund, 12p will go to an external lottery manager and the remaining 18p will go to a central pot, administered by the Council, for distribution to other local good causes.  If a player does not have a specific good cause in mind then the amount paid into the central pot will be 68p.  All net proceeds from the lottery will be paid to local good causes.  The top prize will be worth £25,000 for six correct numbers and the top prize winner’s chosen charity will also receive £25,000.  There will be further prizes of £1,000 for five correct numbers and £100 for four correct numbers plus three ‘free plays’ for three correct numbers.  Tickets will be available online and winners will be notified by email.  Organisations wishing to benefit from this innovative approach to helping them to raise funds to register their interest by emailing

littergram app

littergram is a free app solution that allows users to take a picture of litter, flytipping or overflowing litter bins that need emptying. GPS then pinpoints the location of the problem and the photo is sent automatically to the relevant local council authority.

Tonbridge & Malling Borough Council worked with littergram to develop the app, which will help the Council to respond even more quickly when rubbish is spotted and reported by app users.  As well as pinpointing the exact location of the rubbish and sending a photo, the app also gives the Council the opportunity to reply to the sender to let them know what action is being taken.

Memorial Stones

Liberty Property Trust have advised the Parish Council that they intend to reinstate the granite panels, which are part of the Running Airman memorial sculpture located in Gibson Drive, before the Summer. Jointly commissioned by the West Malling Airfield Memorial Group, Tonbridge & Malling Borough Council and Liberty Property Trust in 2002, the memorial honours the military and civilian personnel who were based at Kings Hill, formerly RAF West Malling, throughout the years.  The life-size bronze sculpture of a running airman will soon be surrounded again by the four vertical granite panels which depict the history of the airfield.  A time capsule has been buried in the memorial’s foundations, put together by children from the Kings Hill School, which details life at Kings Hill at the time of the installation.  Details about the sculpture and the other public art at Kings Hill can be found here

Budget Consultation

Each year Kent County Council have to set a budget to determine how much they will spend on services for Kent residents and businesses. The overall size of the budget is heavily determined by the amount of money received through Council Tax and central government grants.

The amount spent on individual services is influenced by a combination of statutory requirements, demands placed on services, and our strategic priorities. In recent years the amount of money available has been decreasing and yet at the same time, demands for council services have been increasing.

Please take a few minutes to give your view on the proposal to increase council tax and about the council services you value the most by clicking here

Essential Coppicing Works
Essential coppicing works will begin on the 12th October for 2 weeks behind Lords Walk & Kate Reed Wood

Coppicing is a pruning technique where a tree is cut to ground level, resulting in regeneration of the new stems from the base.  In a coppiced wood young tree stems are repeatedly cut down to near ground level and in subsequent growth years many new shoots will emerge.  Coppicing maintains trees at a juvenile stage and a regularly coppiced tree will never die of old age.

Electoral Review Of Kent
The independent Local Government Boundary Commission for England is carrying out an electoral review of Kent County Council and needs your views.
For more information click here

NHS West Kent Clinical Commissioning Group (WKCCG) has been reviewing services for people across west Kent who need some level of urgent care: particularly urgent care from a GP when their practice is closed or they are at A&E with a condition that is best seen by a GP; and care provided in people’s homes when they are acutely unwell.

WKCCG currently commissions three core primary care services that deliver urgent and emergency care:

•     An out-of-hours GP service;

•     GPs working in A&E to see and treat primary care type patients; and

•    An enhanced rapid response service (ERRS), which provides care in the community for patients who are
acutely unwell and at risk of a hospital admission.

To improve services locally, WKCCG are planning to procure an integrated service delivering both urgent primary care (out of hours GP services and GPs in A&E) and hospital at home services (previously ERRS) for west Kent residents.  Please be assured that these plans will not impact on primary care in general.

You are invited to give your comments and feedback through a short survey which is available HERE
